Users having the desire and ability
to do their own bill tracking have files available for download
using FTP software. These files are suitable for spreadsheet
or database input. The ftp domain
name entry is "legis.state.va.us." The directory structure
is "fromdlas\csv061". (in this example, 06 is for year 2006 and 1 is
for session number... substitute the appropriate numbers for other year/session combinations).

The bills.csv contains one row per bill. This file is updated hourly during session
and reflects a 'snapshot' status of all bills. This is a comma
separated values file with the following columns:
