What is RIS?

The Regulation Information System (RIS) is a web-enabled application for agencies to file regulations and related items with the Virginia Registrar of Regulations for publication in the Virginia Register.

RIS is linked with the Virginia Regulatory Town Hall to facilitate the process agencies use for filing regulatory actions with Town Hall for executive branch review and then filing such actions with the Registrar's office for publication in the Virginia Register.  Agencies that do not file through Town Hall submit projects directly from RIS.

Through the use of the Regulation Information System, the Virginia Administrative Code is updated daily, thus RIS provides the citizens of the Commonwealth with an always current Virginia Administrative Code.

User Registration

User access to an agency's regulatory actions in RIS is handled by each agency's regulatory coordinator. Agency personnel who need access to RIS should file a User ID request form with the Division of Legislative Automated Systems by contacting their agency regulatory coordinator or Diane Seaborn at DLAS at DSeaborn@leg.state.va.us. News from the Registrar (Check here regularly for updates)

Effective immediately, with the implementation of RIS on July 3, 2007:

1. The Registrar's Office no longer requires hard copy submission of NOIRAs or General Notices.

2. The Registrar's Office no longer requires the signature page from the Governor's Office for Fast-Track Regulation submissions.

3. Please continue to submit two hard copies of all other regulatory packages with the appropriate signatures until further notice.
